PROPOSED ATWS LETTER TO UTILITIES In response to the attached note from A. Thadani I have had several discussions with C.E. personnel (Kreps, Brinkman) regarding the need for a letter to C.E. customers asking that they support C.E. in respo~nding to Mattson letter questions and also in addressing TMI-2 concerns.

I did some further checking here with Mike Williams regarding the procedure that was used to send copies of Mattson letter to Utilities in March. Some letters were sent from DOR and some from DPM. Only one letter was sent to each utility that either has an operating reactor or one under construction or both.

If a utility had an operating reactor, or an operating reactor and one under construction the letter was sent from D0R and was only sent out referencing the docket number of the operating plant.

For example TVA received a letter with only the Browns Ferry docket numbers on it.

DPM only sent letters out to utilities that had no operating plants. A copy of a typical letter sent out by DPM and a list of utilities sent letters by DPM is attached.

Mr. Kreps of C.E. tells me that the technical level people that are working on ATWS for their customers have not seen the Mattson letter. Judging from the procedure that was used to send out the March letters i.e., not referencing all applicable docket numbers, possibly the Utilities have not adequately distributed copies of the March letter within their own organization.

Anyway Mr. Kreps pointed out a letter was needed that requested Utilities to address the TMI-2 concerns.

I have attached to this note a draft of a letter which generally follows the format requested in Ashok's note; but I propose that it be sent out to all nuclear utilities and cover all dockets this time.
