Ashok Thadani In the past few weeks you have had an opportunity to review some of the ATWS background material (NUREG-0460, Vol. 3 and staff questions, Mattson to vendors,2/15/79). As a result of my meeting with some of you on 7/13, I gathered that a number of questions still remain as to the objectives and the milestones for ATWS resolution. To this end, I am enclosing (Enclosure 1) a draft copy (dated 3/19/79) of the proposed plan for ATWS resolution. The TMI-2 accident occurred on 3/28/79 and subsequently little or no work has been done by NRC on ATWS. Clearly the impact of TMI-2 on ATWS plans needs to be assessed and revised ATWS plans developed. To assess the impact of TMI-2, you are requested to:

1) Review Short Term Reconmendations for applicability, if any, to ATWS (see Enc' 2) 2)

(Odar, Parczewski, Srinivasan, Vander Molen, Akstulewicz) meet with Mattson on July 23rd at 2:00 pm in his office (we would get a con-ference room if Mattson wants some of his people to participate) to discuss " Lessors Learned" task force findings and impact on ATWS.

3) My preliminary.eaction to what I have learned in the past 3 months is reflected in Enclosure 3.
4) Provide a rough list of your thoughts on TMI or ot,her impacts on ATWS to me by 7/20/79.
5) F111 out the enclosure 4 and send it to me by 7/20/79 to help me prepare an ATWS resolution plan.
6) Review enclosure 5 (General Areas of review and some specific con-siderations) and send me a list of specific areas you would like to review.
7) Attend meeting with PWR industry on TMI-2 impact on July 25, at 9:00 am in P-ll4.

JUL 131979 Following these discussions, I will develop a revised plan for ATWS resolution.

However, your review of the GE report should continue and in this regard it is essential that we have an early agreed upon ATWS analysis code.

Fuat Odar is requested to review the GE discussion on the analysis code and describe by July 27, the information if any, needed from General Electric to have an acceptable code. Fuat's request should be based on staff questions (2/15/79 Mattson letter to GE) and a statement of the reasons for inadequacy of the GE responses.
