NRC STAFF RESPONSE TO AMENDED CONTENTIONS OF THE LOUISIANA CONSUMER'S LEAGUE, INC. AND JOINT INTERVENORS (SAVE OUR WETLANDS, INC.
AND OYSTERSHELL ALLIANCE, INC.)
Intervenor Louisiana Consumer's League, Inc. (LCL) and Joint Intervenors (Save Our Wetlands, Inc. and the Oystershell Alliance, Inc.) filed on December 10, 1979, in accordance with the Board's order of September 12, 1979, additional contentions arising f rom events at Three Mile Island Nuclear Plant, Unit 2.
For these contentions to be acceptable in the above proceeding, they must be set forth with basis and specificity per the requirements of 10 CFR s 2.714(b).
- See, e.g., Duquesne Light Co. (Beaver Valley Power Station, Unit 1), ALAB-109, 6 AEC 243, 245 (1973); Northern States Power Company (Prairie Island, Units Nos. I and 2), ALAB-107, 6 A2C 188,194 (1973); aff'd., BPI v. Atomic Energy Commission, 502 F.2d 424, 429 (D.C. Cir. 1974). The NRC Staff believes that each of the amended contentions of LCL (contentions numbered 1, 2, 3 and 4) and each of the amended contentions of the Joint Intervenors (contentions num-bered 24, 25, 26, 27, 28 and 29) satisfy the " specificity and basis" require-ments of 10 CFR E 2.714 and, therefore, should be admitted as matters in controversy.
