Sargent & Lundy Engineers Docket No. 99900507/79-04 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on October 15-19, 1979, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Sargent & Lundy Topical Report number SL-TR-1A, Revision 5, Section 02.05, requires " indoctrination and training of personnel performing activities affecting quality as necessary to provide assurance that appropriate proficiency in the application of the QA Program and implementing quality assurance pro-cedures is achieved and maintained.
This training is accomplished in accordance with appropriate procedures and lesson plans approved by the head, QA Division."
Implementing procedure GQ-2.04, QA Training Section 3.0 A.2, states in part:
" Personnel who.
. perform quality-related activities shall receive training when one or more of the following criteria apply:
When an individual is promoted or transferred from one position, division, or department to another.
When an individual is hired.
When an individual was absent from a previously scheduled class."
Contrary to the above, a number of persons performing safety-related work have not received all required QA training although one or more of the above criteria apply. These personnel include project leaders, engineers, and designers in the structural, mechanical and electrical design and draf ting divisions.
