ORGANIZATION:
he final responsibility for the Onlity Assurance Program for Part 71 requimTents rests with Branch Radicgraphic Labs., Inc. Design and fabrication of radioactive material shipping packages shall not be conducted under this Quality Assurance Program. Se Quality Assurance Program is implemented using the follcwing organization:
a.
Paliographer's Assistants and Radiographers are responsible to the Radiographic Supervisor. Se Padiographers are responsible for handling, storage, shipping, inspection, test, operating status and record keeping.
b.
De Radiographic Supervisor is responsible to the Manager of Omlit/ Assurance. De Radiographic Supervisor is also design-ated the Radiation Safety Officer and is responsible for Part 71 Quality Assuran requirements.
De Padiation Safety Officer is responsible for overall adninistration of the prcgram, train-ing and certification, docmant centrol, and auditing.
c.
'Ihe Manager of Quality Assurance is responsible to the President.
2.
QUALITY ASSUPANCE: PIOG?M1:
he management of Branch Radiographic Laos., Inc. establisnes and implements this Quality Assurance Program. Training for all QA functions, prior to engagement in these functions, is required according to written procedures. QA Pr @ ca revisions will be rade according to written pro-cedures with management approval. Be QA Prcgram will ensure that all defined QC procedures, engineering procedures, anc specific provisions of the package design approval are satisfied. Se CA Program will em-phasize control of the diaracteristics of the pac'< age which are critical to safety.
'lhe Radiation Safety Officer shall assure that all radioactive raterial shipping packages are designed and mnu#actured under a Omlity Assurance Program approved by the Nuclear Pagulatory Cotmtission for all packages designed or fabricated after July 1,1978. 21s requirement can be satisfied by receiving a certification to this effect frcm the ranufacturer.

DOCEDENT CONTHL:
All documents related to a specific shipping package will be controlled through the use of written procedures. All docuTent changes will be performed according to written procedures approved by management.

4.
HANDLING STORAGE AND ' SHIPPING:
Written safety procedure.4 concerning the handling, storage and shipping of packages for certain special form radicactive raterial will be follcw-ed.
Shipments will not be made unless all tests, ce'-fifications, accep-tan s, and final inspections have been crrpleted. Work instructions will be provided for handling, storage and shipping operations.
Radiography personnel shall perfom the critical handling, storage and shipping opstions.
5.
INSPECTICN, TEST AND OPEPATING STNIUS:
Inspection, test and operating status of packages for certain special~
form radioactive raterial will be indicated and controlled by written procedure. Status will be indicated by tag, label, nuking or log entry. Status of nonconfoming parts or packages 9i11 be positively maintained by written pro dures.
Radiography perscnnel shall perform the regulatory required inspections and tests in accordance with written procedures, The Padiation Safety Otficer shall ensure that these fuicticns are performed.
6.
CUALITY ASSUPANCE RECORDS:
Records of package apprcvals (incitriing references and drawings),
inspections, tests, operating logs, audit results, personnel training and gnalifications and records of shignents will be raintained. Dascrip-tions of equip'ent and written procedures will also be raintained.
These records will be maintained in accordance with written procedures.
She records wa.11 be identifiable and retrievable. A list of these records, with their storage locaticns, will be raintained by the Radiation Safety Officer.

AUDI'IS:
Established schedules of audits cf the Quality Assurance Program will be performed using written checklists. Pesults of audits will be unintained and reported to Iranagement. Audit reports will be evaluated and deficient areas corrected. Audit reports will be raintained as part of the quality assurance records. Fatbers of the audit team shall have no responsiblity in the activity being audited. Audits will be on a (3) three ncnth frequency.
