GENERAL COMMENT
S ON DRAFT TASK 10/ TAP A-40 PHASE I REPORT 1.
The form of this report cannot provide specific and direct application of recommended revisions of SRP. We suggest use of (1) mark-ups on the present SRP copy (such as the mark-up copy of SRP 3.7.1 and 3.7.2 previously made by SEB), or (2) itemizing specific changes of the present SRP (e.g. Paragraph I.2.a - Delete; Paragraph II.3.b - change
" sentence 1" to " sentence 2;" add Paragraph xxx....)
In other words, we like to see specific changes of contents and wordings on the present text, not just comments and loose recommendations. We like to know exactly how the SRP be revised on a marked-up copy and the background, bases and justifications o,f these revisions in separate reports.

All technical terms that may be unfamiliar to many engineers should be defined and explained (e.g. consistent synthetic earthquakes p.15; broad band site specific spectrum, p 20; effective peak ground acceleration p. 22; deconvolution, p. 23; frequency content, energy content, p. 24; primary and secondary nonlinearities, p. 27. )

Chapter II, III and IV are actually three individual reports somewhat related and overlapped. They can be served as good background material if technical justifications, theoretical bases and analytical proofs are provided to support their statements.

Several corm 1ments previously made by C. P. Tan and S. P. Chan, transmitted through the memoranda of 7-31-79 and 9-7-79 from F. P. Schauer to G. Bagchi, have not been considered.
