PROPOSED REVISION 1 10 TASK ACTION PLAN A-ll,

" REACTOR VESSEL MATERIALS TOUGHNESS" At the November 2,1977 Technical Activities Steering Committee meeting, three major proposed modifications to Task Action Plan A-ll,

" Reactor Vessel Materials Toughness," were discussed. Attached is proposed Revision 1 to Task Action Plan A-ll, which incorporates these modifications.

Proposed Revision 1 includes the definition of two additional tasks.

The first task is the review of transient thermal analyses for postu-lated accident conditions. This task has been added to interface with proposed technical activity A-22, " Main Steamline Break Outside Con-tainment," and is directed toward reviewing those transient thermal analyses previously submitted by licensees with their fracture mechanics analyses of accident conditions. The task manager for A-22 has con-curred in this task and it will te completed in conjunction with work planned in A-22.

A second task has been added to review the environmental and structural aspects of reactor vessel annealing, should in-place annealing prove necessary to regain adequate toughness levels in the beltline region.

This augments the scope of the initial annealing task, which was only directed f oward defining the time and temperature parameters necessary to regain required toughness levels. This task has been concurred in by EEB and EB. We anticipate that no schedule change will result from the addition of these two tasks.

The third item concerns the delay in the initiation of the er.perimental program sponsored by RES for testing irradiated low upper shelf weld material.

. will not start until May 1978. This delay will extend overall pro-gram completion by approximately 3 months to July 1979. A " Request for Schedule Change" reflecting this change in the established tar-get completion date has been prepared and is currently in the concurrence chain.
