This refers to the inspection conducted by Ms. Jean Dawson of this office on September 28, 1979, of the activities authorized by NRC Byproduct Material License No. 49-17609-01 and to the discussion of our findings held by Ms. Dawson with Messrs. B. R. Putnen and C. Schroder on September 28, 1979.

The inspection was an exanination of the -activities conducted under the license as they relate to radiation safety and to compliance with the Commission's rules and regulations, and the conditions of the license. The inspection consisted of selective examinations of procedures and representa-tive records, interviews of personnel, independent neasurements and obser-vations by the inspector.

Ms. Dawson also reviewed the action you had taken with respect to four items of noncompliance observed during our previous inspection, which was conducted July 15 and 16,1976.

She verified that the corrective action with respect to three of these items was implemented as stated in your reply of August 4, 1976 to our letter dated July 28, 1976. However, it was observed that one item of noncompliance had recurred during the pedod covered by tnis inspection. The recurring item of noncompliance and reference to the pertinent requirements are listed on the enclosed Notice of Violation.

Based on the results of this inspection, it appears that one of your activities was not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith. This item of noncompliance has been categorized into the level as described in the correspondence to you dated December 31, 1974. No response is required for this item since it was corrected prior to completion of the inspection.
