Dear Ms. Bier & Ms. Johns:
This letter is sent to acknowledge receipt of your petition, dated November 4,1979, requesting that the Director of Nuclear Reactor Regulation issue an order to Consumers Power Company to delay restart of the Big Rock Point nuclear facility pending resolution of seven issues identified in your petition.
The Conmission did not receive your request before restart of Big Rock Point. Therefore, I am treating your petition as a request for an order to show cause why the operating license for Big Rock Point should not be suspended pending resolution of the seven issues you identified.
Your petition is being treated under 10 CFR 2.206 of the Conmission's regulations, and accordingly, appropriate action will be taken on your petition within a reasonable time.
I enclose for your information a copy of the notice that is being filed for publication with the Office of the Federal Register.
