Dear Mrs. Ellis:

This is in response to your letter of October 30, 1979, "Information Requests."

We will address each request in turn:

1.

Since this request is of Nick Reynolds for the FSAR and ER, no reply is necessary.

2.

As we advised Mr. Fouke in response to his similar requesc, it is generally I6E policy not to include intervenors on the dis:ribution lists for reports from that office.

Upon their public release, copies are, however, sent to appropriate local public document rooms.

However, in this proceeding we have requested that I6E add all parties to the distribution list for I6E investigation and inspection reports for Comanche Peak.

I have confirmed with Mrs. Souder of the Local Public Document Room Branch that copies of all I6E reports in connection with Comanche Peak are being sent to the University of Texas, Arlington (UTA), on a weekly basis. You should recognize, however, that there may be a gap between the date of the report and its public release, in view of the proprietary considerations attendant to some of the matters covered in such reports.

Mrs. Souder also advises that FSAR and ER amendments are being sent to UTA as well, as soon as possible after their receipt.

I would like to reiterate that the facility at UTA is not an official local public document room.

Rather, it is a mini-local public docu-ment room, set up on a temporary basis for the public's convenience and contains only selected documents

We have obtained and enclosed copies of the NRC investigation and inspection reports which relate to the allegations and subject matter specified in these sections of your letter. The letter dated September 28, 1979, and attached report (#99900529/79-01) documents the NRC investigation of the allegations received by NRC relating primarily to activities performed by Southwest Research Institute at NRC licensed nuclear reactor facilities.

NRC investigation and inspection reports #78-12 (August 22, 1978); #79-01 (February 16, 1979); #79-04 (April 11,1979); and #79-14 (October 16, 1979) cover allegations of falsification of docueents and intimidation of Brown

& Root quality assurance / quality control inspectors at the South Texas Project.

All of these reports have been placed in the NRC Public Document Room.

These reports appear to provide the information you are seeking regarding the thoroughness of the investigations and the substance if any, to these allegations.

We trust that the foregoing responds to the inquiries contained in your letter.

With respect to your other letter of October 30, 1979, regarding the wording of the stipulation and content' ions, we are still considering your comments and expect to provide a full response (including any revisions) very shortly.
