As you requested by letter in October, we have circulated your draft report of September 7,1979 prepared for the President's Council on Environmental Quality concerning Three Mile Island, to several Federal officials and internally within NRC.
The only substantial comment we received was the enclosed copy of a letter from Mr. Harold R. Denton, Director of NRC's Office of Nuclear Reactor Regulation to Mr. James J. MacKenzie of the Council of Environmental Quality.
