dated September 27, 1979 Gentlemen:
Millstone Nuclear Power Station, Unit No.1 Response to I&E Bulletin #79-24 As required by reference (1), a review of freeze protection of safety related systems has been conducted at Millstone Unit No. 1.
This review indicates that the existing measures are adequate.
Portions of safety related systems that may be exposed to freezing conditions are protected, by supplemental heat in the case of tanks, heated enclosures in the case of instruments and heat tracing, insulation and protective trenches in the case of pipes.
The heat tracing is supplied by circuits that are powered from emergency plant power systems.
The tanks are heated from the same house heating steam system that heats the plant buildings.
Operating procedures require additional and more frequent monitoring of freeze protection systems during periods of extremely cold weather.
These measures have proven adequate over the last 10 years of operation and no further action is judged to be necessary.
