November 1,1979 Fort St. Vrain Unit No. 1 P-79260 Mr. Karl V. Seyfrit U. S. Nuclear Regulatory Commission Region IV Office of Inspection and Enforcement 611 Ryan Plaza Drive Suite 1000 Arlington, Texas 76012 Docket No. 50-267 RE:

IE Bulletin 79-23 Gentlemen:

In response to IE Bulletin No. 79-23 we offer the following:

1.

No circuits exist between the neutral of the EPT or CPT to the generator neutral on our installation.

2.

We will have completed a test as described in the bulletin (action item no. 2) by January 31, 1980.

It should be noted that the unit installed at Fort St. Vrain was previously installed at another of PSCo's generating stations where it sustained continuous full-load operation for several days at a time on numerous occasions. No difficulties were experienced with the EPT's.

This operation is not satisfactorily documented however, so we are scheduling an appropriate test.
