This is in response to your letter of October 26, 1979 in which you requested, pursuant to the Freedom of Information Act, a copy of the winning proposal submitted in response to contract solicitation NRC RFP No. RS-0SD-79-003 entitled " Behavioral Observation Program to Assure Continued Reliability of Employees" and a copy of the contract.
