Dear Mr. Grier:

IE Bulletin 79-17 requested that all system piping at Beaver Valley containing stagnant, oxygenated, borated water be identified and that a visual inspection of all accessible welds as well as a non-destructive (ultrasonic - UT and liquid penetrant - PT) evaluation of 10% (by pipe diameter) of all accessible welds be completed within 90 days of the issuance of the subject Bulletin.

A listing of all stagnant borated, oxygenated lines in the plant was sent to the Commission in Reference (a) above.

The second part of this Bulletin, i.e.

inspection of weldments in the stagnant lines, will not be completed within the required S0-day period due to the difficulty encountered in removing concrete slabs to gain access to system piping.

This letter is being transmitted to apprise you of this fact and to provide the current status of these inspections.

The 10% sample UT and PT evaluations have been completed with 115 and 132 weldments, respectively, evaluated.

Out of 1,227 total welds that were to be visually inspected, 630 were accessible with 587 inspected to date.

It should be noted that no reportable indications have been detected as a result of any of the NDT inspections.

These welds are all in underground trenches and, as previously stated, require concrete slab removal before access is attainable.

It is anticipated that all inspections of accessible welds will be completed by the weekend of November 3rd and 4th. The station does not consider this delay to have any impact on the issuance of the final response to IE Bulletin 79-17 which is required 120 days from the original date of the Bulletin.

Mr. D. A. Beckman, NRC Resident Inspector, has concinually been informed of the status of 79-17 and will continue to be informed until the final reply to the Bulletin is issued.

He has tentatively agreed to the above based on the results so far and discussions with Region I I&E.
