NRC I 6 E BULLETIN 79-18 AUDIBILITY PROBLEMS ENCOUNTERED ON EVACUATION OF PERSONNEL FROM HIGH-NOISE AREAS

Dear Mr. Grier:

The following provides the response of the James A. FitzPatrick Nuclear Power Plant Staff to the request for additional information contained in I 6 E Bulletin 79-13.

The responses are enumerated in the same order as the questions or required actions set forth in the request for additional information.

RESPONSE 1

1. The review specified in item 1 has been completed. Evaluation of the plant areas resulted in identification of 11 areas as having inadequate audible or visual alarm capabilities. This evaluation was performed during full power operation which is considered the condition of maximum anticipated noise level.

RESPONSE .

1. Areas identified as inaudible areas will be evaluated to determine what type of additional device or devices will be required to insure that adequate audible or visual alarms are provided.
2. Following the installation of additional visual or audible devices the areas will be reevaluated. If it is determined that an area continues to be inadequately equipped with visual or audible alarm devices, the system will be reengineered and either additional devices will be installed or administrative measures such as requir-ing an inspection of the area in the event of an emergency will be implemented. If the later is required, the site emergency plan will be revised to include instructions for implementation.

RESPONSE 4

1. The corrective actions determined per item (2) for those areas which are accessible during plant operation will be completed within 120 days from the date of this report. (Refer to the Power Authority's response of September 7,1979 (JAFP-79-468) for our request to postpone the evaluation because of plant shutdown.) The areas which are considered inaccessible due to high radiation during plant operation (and are entered infrequently for short periods of time), will be completed during the next refueling outage.
