This letter is written to confirm a telephone conversation between Darrell A. Huff of my staff and Mr. C. M. Hopper on November 14, 1979, concerning your waste drum measurement system.
In that conversation, approval was given to use the statistical procedure described in Section 3.3.8 of Statistical Methods in Nuclear Material Control by John L. Jaech to calculate the random and systematic errors for your waste drum scanning system.
It was determined that the past procedure involving the subtraction of the background variance was incorrect, therefore, the above procedure constitutes an upgrade in the statistical procedure for this system.
