AM DAVIT QI Cu ApITO PL AN AS I, the undersigned, Charito Planas, being first duly sworn do depose and say:
I am a citizen of the Republic o f che Philippines, whose home is in Quezon City.
I am now residing in the United States as a political refugee.

I urge the Nuclear Regulatory Commission to re fuse an export license to the 7/estinghouse Corporation for the nuclear reactor planned for the Bataan peninsula.
I also urge the Nuclear Regulatory Commission to hold open hearings on this matter.
I understand that the proposed reactor is to be located on the slope o f Mt. Natib, a volcano experts believe could erupt, and on a geological fault line that entails danger o f severe earthquakes.
Quezon City where my immediate family lives lies in Metro Manila, and Metro Manila is within the area o f nuclear contamination should an accident occur at the Westinghouce reactor in Bataan.
For this reason I am concerned for the safety of my family and friends in the Metro Manila area.
I have also concern, though o f a lesser degree, for the safety of the properties I own in the Metro Manila region and in the neighboring province o f Bataan.
I502 205 As a Filipino patriot, o f course, my overwhelming cancern is for the safety and welfare o f the Philippine people in the largest number, and I believe the proposed reactor would bring a serious threat to the lives and safety o f millions o f my fellow countrymen in Manila and the Bc' un peninsula.

There has been the suggestion made that denial o f an export license by the Nuclear Regulatory Commission would be an infringe-ment on Philippine sovereignty. The sovereignty o f the Philippine nation cannot be divorced from the life, health, and welfare o f the people o f the Philippines.
That is why the denial o f an export license, far from tampering with this sovereignty,
- oulc preserve it and strengthen it.
The threat to Philippine sovereignty comes first o f all from the'llestinghouse Corporation that seeks to construct this reactor without adequate concern for its dangers to the Philippine people.
The threat to Philippine sovereignty comes, in the second place, from the misgovernment of the Marcos dictatorship which has a history o f putting the pro fits and convenience o f foreign corporations above the interests and welfare o f the Philippine people.
My own presence in the United States attests to the I
misgovernment and repression o f the Marcos government.
was forced to leave the Philippines under threat o f arrest by the Marcos regime because of my participation in the so-called elections o f April 1978.
I further maintain that a developing country like the Philippines cannot af ford to acquire and maintain a nuclear reactor such as is proposed because o f its high cost.
In conclusion, I ask to be allowed to testify shoula the Nuclear Regulatory Cc= mission decide to hold open hearings.
