Acclicants have failed to make any effo-t to deternine the effect of radicactive releases on the general oublic other than at the exclusion boundar-r. Varicus trans: ort mechanisns may cause, in ce-tain cases, the bulk of the health effects to occur sene dis;ance frem the exclusion heandar7 Basis .

A drs.f t report has been circulated to the Council on Invirennental Quality, authe.ed by Jan Deyea and Frank 7en Hiecel of Princeten University titled "Se .e long Te n Consec,uences of Eyecthetical Major Releases of Radicactivity to the Atnesphere fren Three Mile Island".

The recort concent-ates en offsite consee,uences at long distances fren the plant and " shews that in cer'ain cases the bulk cf the health effects would eccur heyend 50, 100, 150 miles". It follows that in cer'ain cases the bulk of the health effects fren any hyrethetical release of radicactivity to the atnoschere fren Cenanche Peak weuld occur some distance fren the plant.

-2 Local weath reports indicate that the predeninant novenent of stom cicud femations in the Callas-?o-t 'dorth area is frem the southwest to the northeast. This pattern differs siga.ificantly fren the wind rose pattern used by the apolicants to evaluate offsite releases.

A favora'cle finding of fact in regard to this contention would result in additional operating restrictions to prevent the plannel release of

{ any gaseous rsdicactive effluents under certain weather conditiens and to m2 ire an alert of people outside the presently planned rsdius when un lanned releases occur.
