Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - CONSUMERS POWER COMPANY - RESPONSE TO IE BULLETIN 79-14: SEISMIC ANALYSIS FOR AS-BUILT SAFETY-RELATED PIPING SYSTEMS Enclosed please find Consumers Power Company's 120-day response to Item 3 of IE Bulletin 79-14 (Seismic Analysis for As-Built Safety-Related Piping Systems). The delay in Consumers Power Company's response is the result of in-house evaluation of data associated with the initial pipe stress run packages. This delay was discussed in a meeting between Consumers Power Company and staff of Region III US Nuclear Regulatory Commission on October 26, 1979.

Additional details relating to this IE Bulletin are expected to be submitted prior to plant start-up from the current outage.

SEISMIC ANALYSIS FOR AS-BGILT SAFETY RELATED PIPING SYSTEMS FOR PALISADE" NUCLEAR PLANT CONSUMER POWER COMPANY 1.

INTRODUCTION USNRC Bulletin 79-14 ddted July 2, 1979 (including Revi-sion 1, July 18, 1979, Supplement 1, August 15, 1979, and Supplement 2, September 7, 1979) requested information be provided at 30, 60 and 120 day intervals.

STATUS OF EVALUATION The piping being inspected and evaluated per NRC IE Bulletin 79-14 is comprised of about 70 pipe stress computer runs.

As of October 31, 1979, the following points are noted with respect to evaluation of data gathered at the site:

The field data in evaluation (about 4,500 feet) consists of some 24 stress computer runs.

Evaluation of 8 of the pipe stress computer runs versus field data has been completed.

Seven of the evaluations revealed no non-conformances.

One pipe stress computer run revealed the need for an additional pipe support.

The pipe support is being designed and will be installed.

CPCo is evaluating reportability with raspect to the Plant Technical Specifications.

Other less significant discrepancies are being handled in a systematic method for corrective action.
