Region Constraint Devices In-Service Inspection P.eference: Meeting of November 20, 1979 Gentlemen:

This letter is to confirm the conclusions of the discussion held at the referenced meeting between members of your staff arid PSC concerning the proposed In-Service Inspection (ISI) of the Region Constraint Devices presently being installed in the Fort St. Vrain reactor.

It was mutually understood that the ISI Program for the RCD's would generally be based upon visual observations of the RCD's through the facilities of the Fuel 11andling Machine in those regions undergoing refueling as follows:

1. At each refueling perform a visual TV examination of the upper plenum to verify RCD's in place on top of core.
2. Compare as-installed, as-found FHM location coordinates as RCD's are removed, takir.g into account changes in fuel column height due to irradiation of graphite, coordinate changes which will occur if the RCD's are moved from a different refueling penetration than the pene tration used for original installation.
3. Check lifting force required to remove RCD with FHM. Removal and reinstallation will act as a go/no-go dimensional test of RCD.
4. Visually examine and photograph selected RCD's in the FHM during removal at refueling.

Any visual abnormalities will be cause for additional inspection.
