DRAFT PAPER ON NRC ORGANIZATION OPTIONS FOR EMERGENCY PREPAREDNESS I would like to add another comment on this draft paper in addition to those I made in my memorandum of November 8.
It has to do with the National Emergency Preparedness Program for which this office is responsible.
Your paper does not address this significant aspect of the emergency preparedness activities of the NRC. This activity deals basically with the preparation of the agency to carry out its essential functions during national emergency situations, including a nuclear attack on the U.S., and to assist in assuring that the national government continues to operate in an effective way. We rely mainly on the major program offices and to a lesser extent on the other offices to provide personnel, substance, and support for this program. The Incident Response Program, related to radiological emergencies and safeguards contingencies, has applicability to the National Emergency Preparedness Program. The remainder of the national program relates more to the management and allocation of critical resources, in our case electric power, which requires a close working relationship with DOE.
We believe that this function should be addressed in your paper and that its location and its disposition should be consistent with options you have identified.
