1.

Hal Gaut will coordinate field assistance, review & concurrence operations, and follow up on existing concurrences.

2.

Bob DeFayette will support development of New England regional plan (RAC I*),

manage training program and assist in coordination of overall field assistance efforts.

3.

State programs regional staff (Tom Elsasser & Andy Robart) will retain lead in NRC regions 1 & 5 respectively.

4.

I&E regional staff will retain lead in NRC regions 2,3&4 as time permits, keeping coordinator of field operations aware of any projected short-fall.

5.

Dick Van Niel will support State plann.ing efforts in RAC V*

coordinate periodic State status reports for all RAC's.

6.

Dick Cleveland will support State planning efforts in RAC's VI thru X*,

and cocedinate finalization of acceptance criteria.

7.

Ken Green will reassess limitations & capabilities of impacted counties and provide specific recommendations on the extent of their involvement in the emergency response process.

He will also make a continuing review of all RERP's guidance for feasibility and

/"% r e l a v a n c e to local viz-a-viz state & facility activity.

8 Rod Mason will coordinate field exercise activity & consolidate interagency critiques. He will also support State planning efforts in RAC III*.

Dick Clevenger will develop demographic data in support of local

& contiguous planning efforts, and specific field needs and priorities. He will also support State planning efforts in RAC IVd.

10. Eugene McPeek will support RAC II* and assist in support of RAC I,

and VI-X.

He will also coordinate with NRR on their scheduling and requirements for OSP participation in site visits.

11. Bob Jaske will provide quality control support on the concurrence process, including a critical review of existing concurrences and pursue special problems / States as needed, or noted below. He will also be project officer for the atmospheric release capability (ARAC) pilot project in New York at the Indian Point site.
12. Jim Dukes will implement PRERAD, instruct field stafff ts286 use and document ADP systens requirements in support of EP plan / capability analyses, act as liaison to ti P A, & provide immediate ADP support as required.

(Remainder of effort will be applied to overall OSP needs.)

13. MPA will develop functional systems in response to requirements evolved in iten 12 above and maintain active involvement in the field test stage of the PRERAD system to ensure its reliability as an applied resource during the accelerated EP review period.

Exercise is scheduled for February 1980.

State plans further revisions after exercise and projects NRC concurence for May 1980.

GEORGIA Hatch 1&2, Vogtic 1&2 (Stage III) (Dick Clevenger) RAC meeting held 10/25.

State to submit revisions to plan by December.

Concurrence is projected for March 1980.

ILLINDIS Dresden 1/3, Quad Cities 1&2, Zion 132, Braidwood 1&2, Bryan 1&2, Clinton 1&2. Lasalle 182, Carroll 132 (Stage II)(Bob Jaske) High priority effort began 6/12/79 with goal of submission to NRC by 12/31/79. Funding assured by executive allocation. State legislature moving to establish a fund from licensing fees. Concurrence is projected for June 1980.

O MAINE Maine Yankee (Stage II)(Bob DeFayette) Plan is part of regional plan effort.

State is also proceeding independently. Draft plan due in December.

Concurrence is projected for May 1980.

MARYLAND Calvert Cliffs 1&2 (Stage III)(Rod Mason) Plan being rewritten.

Schedu'ed for submission in December.

Concurrence is projected for May 1980.

MASSACHUSETTS Pilgrim 132, Yankee-Rowe, Montague 132 (Stage II)(Bob DeFayette) Part of regional plan e f for t.

Also proceeding independently. Draft plan due in November.

Concurrence is projected for March 1980.

MICHIGAN Palisades, Big Rock Point, Cook 132, Fermi 2,

Midland 182, Greenwood 2&3 (Stage III)(Dick Van Niel) Plan submitted for RAC review.

Concurrence is projected for February 1980.

MINNESOTA Monticello, Praire Island 132 (Stage III)(Dick Van Niel) Revised plan out for RAC review.

RAC meeting scheduled 11/5-6.

Exercise planned with Prairie Island in October.

Concurrence projected for December 1979.

NORTH CAROLINA Brunswick 1&2, Harris 1/4, McGuire 1&2, Perkins 1/3 I

(Stage III)(Dick Van Niel) Dep't of Crime Control taking lead.

Plan being rewritten. Exercise planned for 12/7-8 with Brunswick.

Concurrence projected for May 1980.

OHIO Davis Besse 132, Zimmer, Perry 132,

Erie 102 (Stage III)(Dick Van Niel) Revised plan reviewed by RAC.

Revisions to plan due in early October.

Exercise with Davis Besse revealed:some plan implementation deficiencies.

OREGON Trojan, Pebble Springs 182 (Stage III)(Dick Cleveland) Partial Regional AJvisory Committee revieu completed. Plan needs work. State representatives are in a state of flux as lead agency is changing.

Projection for concurrence is lla y 1960.

PENNSYLVANIA Beaver Valley 1&2, Peachbottom 2&3, TMI 1&2, Limerick 1&2, Susquehanna 1&2 (Stage III)(Rod Mason) Revised State plan and plans from all counties arount TMI were received October 1,

1979 and are under RAC revicu.

Counties around Peach Bottom and Beaver Valley are revising plans which are expec' ci for review before State plan is complete.

Concurrence is projecir. for February 1980.

VERMONT Vermont Yankee (Stage II)(Bob DeFayette) Plan in part of regior i plan effor..

Governor Snellings is pushing the regional planning concept.

Bordering States are supporting it.

Draft plan due in November 1979.

Concurrence projected for February 1980.

HISCONSIN Kewaunee, Point Beach 1&2, Lacrosse, Tyronne, Haven

Both plans need major work and a new plan is under active development.

No date yet set for submittal to NRC/RAC, but expected in November. RI is being considered for inclusion in the New England regional plan.

Preliminary draft has been nailed by the State on !!a y 29, 1979 for internal State review. No projection yet for submittal for RAC review. 1st operating plant scheduled for late 1982.

TENNESSEE Hartsville 1,2,3&4, Sequoyah 1&2, Matts Bar 182, Phipps Bend 132, (Stage III)(Dick Clevenger) Review essentially complete.

Exercise held with Sequoyah on 10/23.

Concurrence is projected for November 1979.

TEXAS Comanche Peak 1&2, So. Texas 1&2, Allens Creek (Stage III)(Dick Cleveland) 1978 draft plan under RAC review.

Plan revisions expected 10/79.

OSP/EP was briefed 6/21/79 at meeting in Frankfort.
