November 9, 1979 Mr. Frank C. Starrett 2530 Huntingdon Pike Huntingdon Valley, PA 19006

Dear Mr. Starrett:

This is in reply to your postcard of July 16, 1979 and your letter of August 25, 1979 regarding the licensing of nuclear power plants, particularly Salem Unit 2, by the Nuclear Regulatory Commission.

There are still several licensing issues not related to the Three Mile Island accident that must be resolved prior to the issuance of an operating license for Salem Unit 2.

Also, any new safety requirements arising from investigations of the Three Mile Island accident will be evaluated to determine whether they are applicable to Salem Unit 2.

The Nuclear Regulatory Commission has requested that no operating license, construction pemit or limited work authorization be issued without prior approval of the Commission.

The Commission has also requested that the staff forward to all construction-permit and c,perating-license applicants for planning and guidance piirposes the list of items related to the Three Mile Island accident from the Lessons Learned Task Force and in various NRC Bulletins and Orders, advising the applicants that the list is not complete and will be updated as new infomation becomes available. The Commission has stated that the staff should continue to review on an on-going basis those areas not related to the Three Mile Island accident.

As a practical matter, some time will be required before licensing activities and proceedings can be completed on pending cases and before any licensing decision can be made.

In any event, we assure you that every effort is being made to ensure the continued protection of the public health and safety at all nuclear plants that are currently operating or that may begin operation in the future.

Sincerely, bbk lll

/Yb ~
