Dear Sir:

This letter is in response to your October 26, 1979 letter, received by us on October 29, 1979, which identifies an item of non-compliance in allowing an unauthorized indivi-dual to pass undett ". d into the protected a ea and sub-sequently into a v:_ 2 aiea at Boston Edison's Pilgrim Nuclear Power Station on t:~ inorning of July ll, 1979.

Appendix A to your October 26, 1979 letter, " Notice of Violation", identifies a certain activi.ty as an apparent item of non-compliance with NRC regulatory requirements and the Pilgrim Station Modified Amended Security Plan. Our response to the Notice of Violation is submitted as Attachment A to this letter pursuant to the terms of the Notice and Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations. As requested in your letter, included in Attachment A are the specific corrective actions initiated for the purpose of preventing future non-compliance.

Appendix B to your October 26, 1979 letter proposes to impose civil penalties in the amount of Five Thousand Dollars ($5,000) for the apparent item of non-compliance iderntified in Appendix A. Our response to the Notice of Proposed Imposition of Civil Penalties is submitted as Attachment B to this letter pursuant to the terms of the Notice and Section 2.205 of the NRC's

" Rules of Practice", Part 2, Title 10, Code of Federal Regula-tions.

The matters identified in your October 26 letter have received attention at the highest levels of Boston Edison management.

We wish to assure you that the Company is strongly committed to maintaining a high level of security at Pilgrim Station to fully protect the public health and safety. N 4)

As noted in Appendix B to the letter, we respectfully request that your office consider remission of the $5,000 fine in light of the extenuating circumstances described in Appendix B.

Pursuant to Section 2.790(d) of 10 CFR Part 2, we are with-holding the information provided in Attachments A & B of this letter from public inspection. Withholding from public inspec-tion does not affect the right, if any, of persons properly and directly concerned with the project to inspect the infor-mation.

We will be pleased to answer any further questions you may have and to work with you to assure that your concerns are met.
