Dear Mr. Durst :

Your letter of September 18, 1979 (Log No. 1-248) requested that we complete a questionnaire on the physical protection equipment at Davis-Besse Nuclear Power Station, Unit 1 for a research study being conducted by the University of California, Lawrence Livemore Laboratory.

Ue understand that detailed discussions have taken place between you and appropriate committee representatives of the Edison Electric Institute (Mr. Nom Tasker) and the Atomic Industrial Forum (Mr. Victor Stevenson) to identify the basic concerns of the availability of detailed security information. As you are aware, infomation relative to security systems equipment and procedures at a nuclear power plant are exempted from public disclosure in accordance with the provisions of the Code of Federal Regulations, Title 10, Section 2.790(d). Because of our concerns regarding the sensitivity of this data, the detail required by thic questionnaire on a site-specific basis, and the lack of reasonable assurance that this data will be appro-priately protected, we respectfully decline to participate in this effort.

We, of course, would reconsider this matter upon response to our concerns.
