Dear Mr. Tarnoff:

Enclosed please find an application from the U.S. Department of Energy foi a license to export uranium metal enriched to 45% and 19,75% uranium-235 to NUKEM, West Germany and Petten, Netherlands in support of the Reduced Enrich-ment Research and Test Reactor Program. DOE is also requesting a license to export a similar amount of material to CERCA, France and Petten, Netherlands in support of the same program (XSNM01616).

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, including the common defense and security, and whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
