l To the Panel:
I have received a copy of " Licensees Notice of Discovery Reading Room" dated October 26, 1979, a suggestion en the part of the licensee that has been cast in the form of a pleading.
In this " notice",
licensee Metropolitan Edison suggests in order to reduce the burden of discovery that Metropolita.' Edison be permitted to open a special reading room in the Middletown aret in lieu of ordinary discovery procedures.
While the licensees intentions are ce=endable, the Pennsylvania Public Utility Co=ission believes that certain features of the licensee's offer would be burdensome to the parties and therefore that the suggestion should be =odified before it is i=ple=ented.
Metropoli:an Edison suggests that the opening of a discovery reading room containing copies of the nt=erous documents, =eneranda and correspondence that have bearing on this case would reduce the burden of (urnishing docu=entary evidence to the par:ies in this proceeding.
While we agree that the use of such a reading roem would in fact reduce that burden, parties will inevitably wish to obtain copies of large i
volu=es or docunents. However under Metropolitan Edisen's offer parties wishing to ob::.in copies of docu=en:s vould have to pay 10 cen:s per

page for the privilege. Additionally voluminous docu=ents which migh:
be studied and returned without copying could not be borrowed from the discovery reading room.
While there is inevitably so=e cost for copying of docu=ents, that cost is usually placed upon the licensee as the individual =aking discovery. Additionally I might note that a nu=her of the parties in this case including the Pennsylvania Public Utility Coc=ission, have

_ 2-obtained alternative arrange =ents for the copying of docu=ents which may be less expensive than the preposed fee of 10 cents per page that Metro-pclican Edison would charge. Accordingly, unless Metropolitan Edison's offer is substantially = edified to take into account the above considerations, the Pennsylvania Public Utility Co==ission would ask that discovery be afforded all parties in accordance with the Nuclear Regulatory Cc ission's rules and procedures.
