Additional Changes to Maine Yankee's Administrative Control Specifications as Submitted in Reference (b)

Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Maine Yankee Atomic Power Company hereby proposes the following modifications to Appendix A of its Operating License.

Proposed Change:

Reference is made to Section 5, (Administrative Controls) of Maine Yankee's Technical Specifications. Maine Yankee requests that figure 5.2-1 (Offsite Organization), and figure 5.2-2 (Facility Organization) be modified at this time. Maine Yankee previously submitted a proposed change to its administrative control specification (Reference (b)), which is still awaiting NRC action. Maine Yankee requests that the changes indicated in this submittal be incorporated into that previously submitted request for change.

In the interest of clarity, the entire Administrative Control Specification section, revised to reficct those changes presently being requested is resubmitted as Attachment A.

Reason for Change: The purpose is to better reflect the current Maine Yankee plant and offsite organizational structures and the current titles associated with each position. The changes (5.2-1 & 5.2-2) more clearly delineate the assigned areas of responsibility and authority.

Other changes are to maintain consistency and are not substantive.

Office of Nuclear Reactor Regulation Page 2 Basis for Change: Maine Yankee Atomic Power Company believes that the changes indicated accurately represent the current organizational structures and interfaces as they exist relative to the plant management staff and offsite organization.

Safety Considerations: This proposed change is not safety related. This

' change has been reviewed by the Nuclear Safety Audit and Review Committee.

Fee Determination: This proposed change is pro forma, administrative in nature, and has no safety or environmental significance.

For these reasons, Maine Yankee Atomic Power Company proposes this change as a Class II Amendment. A payment of $1,200.00 was previously made concurrent with the submittal of Proposed Change No. 66 and therefore, no additional payment is deemed necessary.

Schedule of Change: Maine Yankee Technical Specifications will be changed immediately upon Commission approval.
