Dear Mr. Secretary:

In a recent letter (attached) Governor Ella Grasso of Connecticut requested that I contact you regarding highway signs which could be used in the event of an evacuation resulting from an accident at a nuclear power plant.

She asks me to recommend to you that you have representatives of DOT talk with Commissioner Powers of the Connecticut Department of Transportation about providing such signs.

I would therefore appreciate it if you would honor her request. This recontendation from us is being made through our lead agency role in providing guidance and assistance to State and local governments in radiological emergency response planning.

Dear Mr. Hendrie:

I am concerned for the citizens of Connecticut regarding certain matters involved with radiological emergency response planning.

We have been advised that NRC is the lead agency so we look for your assistance in these matters.

1.

Your Commission and the Department of Health, Education and Welfare cooperated o produce a thyroid blocking drug in the event of a major release at Three Mile Island.

We understand that 250,000 doses of the drug were produced in the liquid form at no cost to Pennsylvania.

It appears to us that waiting for an accident to occur before producing an urgently needed prophy-lactic drug hardly seems prudent.

I am, therefore, asking that you and Mr. Calif ana advise me of your actions to make a thyroid blocking drug available to us for the following uses :

A.

Institutionalized citizens B.

Emergency workers C.

The general public I would be happy to work with other New England Governors in making recomnendation as :o the number of total stockpiled doses we could us e.

2.

As a result of our clanning, we have a need for aupropriate high-way signs designating evacuation routes, contaminated areas, etc.

I would appreciate your recommending to the U.

S. Transportation Department that they work with Commissioner Powers of the Connecti-cut Department of Transportation to provide needed highway signs.

3.

Our state has taken advantage of training provided by your Comm-ission.

Now, I an :cncerned with keeuir.2 this trained staff current.

Therefore, I t.onld like to know what refresher training will be available for state emergency response personnel?

4.

We are concerned wi:h other nearby nuclear reactors close to our borders.

It is :zi sugges:lon that you use your good offices to have meetings of centiguous state s to aid us in communicating our mutual concerns and to assure tha t we will share our emergency re-sources in the even: of an accidont.

We note that the ir. ident classes and notification systems vary with our neighbors and we feel this could cause rea'- problems in an emergency situa: ion.

I am anxious to know cf your concerns in addressing the media during an accident and also in working with both state and local goternmen:s that will guarantee us that Connecticut will be better prepared as a result of lessons learned at Three Mile Island.

As you know, we in Connecticut have both utility power reac: ors and mili:ary reactors as well as fuel rod production facili:les.

We are anxious :c protect our citizens in the event of any ro-lem large or small.

We have both expertise and a will to ce. elor comprehensive plans, but we do need guidance and assistance to tie our resources together.

I am still concerned about our abili:y to handle a nuclear crisis.

The offsite monitoring require ents alone with the demand for instruments, communications, analysis and disp'_ay seen av.eseme.

In conclusion, I at hoping you will share my concerns and work wit's us to keep our sca:e ready to handle any or all nuclear crises.

I, in turn, pledge my cooperation and agency assistance to upgrade our present plan.
