Dear Jerry:
Your letter of October 3 has been reviewed by the staff in order to see if we might be able to help you in obtaining some replacement laboratory equipment.
In general, the Nuclear Regulatory Conmission supports contracts with universities to provida for specific applied research or studies required to meet the objectives of the safety research program and to provide regulatory assistance.
The success-ful confuct of these efforts would not be possible without their independent i nvol vement.
In compliance with federal procurement regulations, the award of contracts. by the flucleir Regulatory Commission to universities has been based in the most part on ti e acceptance of unsolicited proposals.
Such awards require a review of the work scope and extensive justification in order to be responsive to a regulatory activity.
By their nature, these proposals are most often for studies having a longer range impact, offering new or novel approaches, and often reflect a unique viewpoint.
Your proposal for a one million dollar grant of equipment is currently beycnd our authorization and would require extensive Executive and Congressional review, even though we agree that such an effort would enhance the capability of these laboratories to provide desired technical services.
It is possible that you would have greater success by soliciting the National Science Foundation or the new Department of Education for support of this training equipment.
I regret that I cannot give you a more positive reply.
