Packaging of Low-level Radio-active Waste for Transport and Burial

Dear Mr. Seyfrit:

In accordance with the instructions in IE Bulletin 79-19, we have reviewed your list of expected licensee actions and report as follows:

1.

A copy of DOT and NRC regulations concerning the transfer, packaging and transport of low-IcVel radioactive waste material are maintained in the plant Health Physics office.

2.

We have a copy of Nuclear Engineering Company's license for vaste burial sites in Nevada and Washington, and have an open purchase order for waste transport and burial with the Nuclear Engineering Company.

3.

The designation of personnel responsible for the handling of low-level radioactive material is designated in writing in Plant Administrative Procedure 21.

4.

The instructions for transfer, packaging and transport of low-Icvel radioactive material are contained in the Health Physics Department Procedures. These procedures are being updated as we identify quantities and form of the low-level solid waste.

The Health Physics personnel involved in the waste handling process are trained in-house.

The training amounts to procedural trs;ning and reviewing of regulatory handling requirements.

As in Paragraph 4 on the preceding page, our training and procedures are being updated to comply with current regulatory requirements.

Employees operating the processes which generate waste are subject to training and retraining to assure that the quantity of such waste is minimized.

The processing of any waste of acceptable chemical and physical form for transport and shipment is the responsibility of Health Physics personnel who are trained as in Paragraph 5 above.

9.

(1) To date, no shipments of low-level radioactive wastes have been made from Fort St. Vrain.

(2) Not applicable.

(3) We do not generate any low-level radioactive liquid waste that requires solidification.
