The purpose of this letter is to transmit for your information an increment of the analysis of the effects of natural phenomena relative to your plutonium operations at West Jefferson, Ohio. The subject increment of analysis is the response of structures to earthquake hazard at your site. A draft of the enclosure has been reviewed, and commented upon, by those analysts who require the results to carry out succeeding analyses and by NRC staff. The NRC staff has endorsed this final version of the review for application in succeeding analyses.

However, we will consider challenge of our endorsement when supported by crrdible technical bases.

The enclosed increaent of analysis, designated as Task II, presents methodology, basic data, and the' results and conclusions of the study.

Task I, which contains the structural condition documentation on which the study is based, because of its bulk and highly technical content, has been given limited distribution. A copy is available in our offices for your inspection if you so desire.

7 Acy comments on the enclosed analysis should be addressed to W. Burkhardt or James E. Ayer of this Branch. They will direct resolution of comments and any justifiable revision of the analysis.
