Dear Rich:

In your letters of September 26, October 4 and October 17, 1979, you requested a number of documents.

Enclosed please find a copy of HUREG-0436 entitled

" Plan for Reevaluation of NRC Policy on Decommissioning of Nuclear Facilities" dated March 1978 and a copy of NUREG-0625 entitled " Report of the Siting Policy Task Force" dated August 1979.

I am also including a copy of Announcement No. 93 dated August 24, 1979 issued by the United States Nuclear Regulatory Conmission establishing a trial program on free distribution of certain final NUREG documents to participants in ongoing NRC proceedings, and a copy of the Federal Register Notice of August 6,1979 entitled " Notice of Publication Sales Program with the Government Printing Office" which will provide you with the informatiori necessary to purchase NRC documents on a timely basis. Although these materials were provided to you by copy of my September 27, 1979 letter to Ms. Deborah Prosser, I am providing you with additional copies for your ready reference.

With regard to any future need on your part for NRC documents covered by these programs, I would urge to avail yourself of these programs.

A copy of the Rogovin Memorandum dated October 9,1979 to the Commission on the subject of the NRC Headquarters Emergency Management Team is enclosed.

Finally, with reference to your request for a copy of the "NRC order requiring New Jersey and Deleware State officials to devise a new emergency plan...",

I am advised that no such order exists.

I am further advised that NRC Staff personnel did meet with officials of the States of New Jersey and Deleware and representatives of the Public Service Electric and Gas Company to review the emergency plan relative to the Salem facility. The purpose of the meeting was to present NRC Staff guidance in the area of emergency planning to the parties present. The NRC Staff requirements in this area were outlined in a letter dated September 27, 1979 to the Long Island Lighting Company, a copy of which

In addition, I am advised that further clarification and guidance in this area will be the subject of an upcoming letter to LILCO, a copy of i'hich you will also receive.

As is pointed out in the Staff's September 27 letter, the Commission is engaging in rulemaking in the area of emergency plannin.

The appropriate Federal Register notices are 44 FR 41483 (July 17, 1979 and 44 FR 54308 (September 19,1979). These notices provide the details for public partici-pation in the proposed rulemaking.
