This is in regard to your letter dated October 5,1979 in which you requested, pursuant to the Freedom of Information Act, all documents relating to the use of a paper clip to hold open a switch at the Virginia Electric Power Company's North Anna Nuclear Power Plant.
In a November 6,1979 telephone conversation with Mr. Stephen Isaacs of my staff, you were informed that the document you require, an inspection report, is undergoing a proprietary review prior to its release.
