PRELIMINARY NOTIFICATION August 13, 1979 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-79-88 Tnis oreliminary notification constitutes EARLY notice of events of POSSIBLE t
national security or public interest sionificance.
The information presented is as initially received without verification or evaluation and is basically ail tnat is known by IE staff as of this date.

BOMB THREAT 9
Or. August 10, 1979 at 5:53 p.m. PDT, an unknown female called the office of Pulinan Power Products (air ~craf t contractor at Diablo Canyon) and gave the fcliowing message:
"There is a bomb set to go off at 7:00 o' clock on the racks."
Tne " racks" refer to the pipe racks on the containment building that personnel f ror Dullman Products are now welding.
A subsequent search identified a small green box with black letters reading " BOMB" located conspicuously on a desk witnin the turbine building.
The LLEA was notified anc a subsequent examination o' the box by the bomb technician verified that the threat was a hoax, The plant is still under construction (99% complete), and the unirradiated, low enriched fuel onsite was not threatened by this event.
Tne Region V Duty Officer was notified at 6:39 p.m. PDT on August 10, 1979 by tre NRC Duty Officer who had received the call from the licensee iritially.
Tr.e State of California was notified at 7:15 p.m. and the IAT was notified at 7:32 p.m. on August 10, 1979.
'te licensee expects no media coverage and is not planning to issue a nees release.
