_O _R _D E _R The California Energy Commission, a party to this proceeding as the representative of an interested state under 10 CFR 2.715(c), sub-mitted on October 24, 1979, a " Restatement of Issues of Concern and Request for Clarification of Ruling," as a result of this Board's Order Ruling on Scope and Contentions, dated C;:ober 5, 1979, and two motions.
The first motion requests reconsideration or, in the alternative, certification to the Commission of our decision in our Order Ruling on Scope and Contentions precluding emergency response issues from consideration in this proceeding.
The second motion seeks reconsideration of the schedule the Board previously established for completion of discovery and commencement of evidentiary hearings in this proceeding.
The Restatement and the two motions of the California Energy Commission raise important matters which require detailed and careful consideration by this Board.
We have scheduled a prehearing confer-ence in this proceeding for November 7, 1379, in Sacramento, California, to discuss the status of this proceeding and to make further preparation for evidentiary hearings.
Because of the significance of the filings of the California Energy Commission and the effect which the rulings of this Board on them may have on the ultimate disposition of this

proceeding, we direct the parties to address each of these filings at the November 7 prehearing conference.
While we direct the parties to address these filings at the November 7 prehearing conference, we do not preclude the submission of written responses to the filings of che California Energy Commission by any interested party to this pro-ceeding as permitted under 10 CFR 2.730.
The Board anticipates ruling on certain of the filings of the California Energy Commission shortly after conclusion of the prehear-ing conference.
