Dear Paul:
I have received your letter of November 14, 1972, in which you raised several questions for us to answer so that you could determine Cold Senior Reactor Operator licensing eligibility on a number of oper-ating personnel presently under consideration by us for promotion to operating supervisory positions.
First you wished to know the number of times individuals desig-nated "B", "C" and "D" had manipulated reactor controls during start-ups, shutdowns and transients. This is to advise that each of these men had one startup to criticality, several hours of at power operation and one shutdown.
In addition, they observed, :.;t did not actually participate in, a large number of startups, shutdowns and transients.
Second. you questioned the type of training we proposed to give to individual "E" in order to qualify him for Cold SRO licensing.
I enclose portions of a quotation prepared by B & W for Met Ed covering training proposed for individual "E".
Please note that it covers your requirements for training as outlined in your letter of November 14.
In addition, we would definitely plan for him to spend two or more months assisting in the direction of operations on Unit I during pre and post critical testing.
Please advise me as soon as possible as to the eligibility of the above individuals to take a Cold Senior Reactor Orerators written and oral exam for. TMI Unit 2.
If you consider addit!onal training to be desirable for any of these men, please provide '.nformation in your re-ply to me, indicating the amount and scope of additional training re-qu Ned.
