'!e have reviewed tne security plan for the Three ? tile Island station submitted by the licensee as Revision 3 dated 2/12/73, and Revision 4 dated 1/7/74. The attached report identifies specific omissions or subject areas whicn appear to be unacceptable departures from our position as stated in Regulatory Guide 1.17 of June 1973.

The licensee snould submit a revision to the security plan wnich will correct the deficiencies and confom to the Regulatory Guide. The enclosure is labeled Official Use Only, as a result of the review of a document considered by the licensee as subject to Section 2.790 of 10CFR2.

1.

The Plan does not indicate that the security force is armed.

It is our position that the security force be armed.

2.

Section 3.2 states that a surveillance system alarm will annunciate i

in the control room only if the retransmit switch is placed in the remote position.

This does not appear to satisfy our position as stated in Regulatory Guide 1.17 at Section lb, that all security alarms annunciate in two continuously manned stations.

3.

The alarms on the exterior plant doors should be self-checking and tamper indicating.

Indicate the location of the exterior doors on Figure 1.

4.

The perimeter of the owner controlled area should be marked by signs as specified in ANSI N18.17 at Section 3.2.

5.

Specify that visitors will be required to register the specific information listed in ANSI N18.17 at Section 3.3.2.1.

6.

Describe the method for review, approval, and revision of the security plan and procedures as specified in ANSI N18.17 in Sections 4.1 and 4.2.

7.

Do the employee screening practices listed in Section 7 also apply to the members of the security force?

If not, provide such information.

8.

It is our position that drills and tests be conducted to prove the effectiveness of the security measures.

Include a section on this subject in the plan.
