kb. H. Regan, Chief, EP-4 J. D. Jenkins, Project Manager, EP-4 THREE MILE ISLAND - INSPECTION OF TRANSMISSION LINES Utilizing a helicopter and accompanied by Mr. C. M. Daniels, I inspected the route for the 7.1 Mile, 500 KV transmission line between the TMI Substation and the existing Peach Bottom - Juniata 500 KV line.
I also inspected over one-half of the 67.1 mi., 500 KV TMI -
Bechtelsville line, which is under construction.
Inspection of the remaining half of this line adjacent to Bechtelsville was curtailed by adverse weather conditions.
My inspection of these transmission facilities confirms the view expressed in my December 4 memo to you in which I stated:
"the proposed route for the TMI Juniata Transmission line represents the preferable approach and will not have a significant adverse impact on the environment."
My inspection of the route for the 7.1 mile section of line and the work in progress on the 67.1 Mile line to Bechtelsvillo indicates that the company is having the work performed in a manner which mini-ciizes the impact on the environment.
It is apparent that the routing selected for the line affects the fewest number of homes and minimizes its visual impact.
I reco:::end that the suspension order for the 7.1 Mi., TMI - 500 KV line be removed.
A detailed summary of the inspection trip is attached.

Morgan D. Dubrow, Consultant, Environmental Projects, USAEC Mr. Prince Denson, Pilot, Keystone Helicopter #H73292 On December 5,1972, I visited the TMI Nuclear Powe'r plant site to meet with Mr. C. M. Daniels, System Transmission Construction Manager for Metropolitan Edison to discuss the transmission lines in question and to inspect (1) the route for the 7.1 mile, 500 KV transmission line to be built between the Three Mile Island (TMI) substation and the existing Peach Bottom - Juniata 500 KV line and (2) the 67.1 mile, 500 KV line under construction between TMI and Bechtelsville.
Prior to the actual inspection, I reviewed with Mr. Daniels the maps l
showing the line routings, the construction methods being utilized, the environmental criteria being applied, the specifications for right-of-way clearing, the costs of the lines, alternative routes, impact on existing homes, rural crossings, proximety of existing transmission lines, etc.
Inspection of the 7.1 Mi., 500 KV TMI Line Utilizing a helicopter and accompanied by Mr. Daniels, the route for.this line was inspected.
We transversed the proposed route in both directions, flying from the TMI substaticn to the point of intersection with the existing Peach Bottom - Juniata line and retracing the route back to the TMI substation.
During the inspection, I carefully followed the proposed route for lines on the topographic map of the area.
I am satisfied that the route selected by the company represents the preferable approach and will not have a significant adverse impact on the environment.
Inspection of the 67.1 Mi., 500 KV TMI - Bechtelsville Line This line, which is under construction, was inspected from TMI towards Bechtelsville.
I was impressed with the layout for the line and the care being exercised by the contractor to comply with the specifications.
These specifications require compliance with the Department of Agriculture and Department of the Interior's Environmental Criteria for Electric Transmission Systems issued February 10, 1970 and other measures to minimize the impact of transmission lines.

DEC 11 1972 2-I am convinced that Met. Ed. is making every effort to route and con-struct these lines in a manner to minimize their impact and that their approach is the preferable one.
In light oP these facts, I recommend lifting the suspension on the 7.1 Mi., 50 KV TMI top line.,
