Dear Ms. Shineflug:

I am writing in response to your letter of October 3,1979, to the Secretary of the Commission, which was acknowledged by the Secretary on October 9, 1979.

In your letter, you request' an opportunity to make a limited appear-ance at the public hearing to be held regarding the application by General Electric Company (GE) for renewal of its license for the Morris Operation Spent Fuel Storage Facility.

You also request to be infomed of the date and location of the hearings to be conducted with respect to the GE Morris facility.

Persons desiring to make a limited appearance statement are pemitted to do so at the discretion of the presiding officer.

In practice, the presiding officer usually inquires early on the first day of the initial prehearing conference or hearing whether there are any individuals in attendance who wish to make limited appearance statements.

In most cases, limited appear-ance statements are heard, or incorporated in the record as if read, only on the first day.

However, we would note that the presiding officer has con-siderable discretion as to limited appearance statements, and in particular as to when such statements may be offered.

Since no date has yet been set for the prehearing conference or hearing, we cannot now advise you when you should plan to appear to make your statement.

When that information becomes available, the Office of the Secretary will convey it to you promptly.

Should it turn out that you are not able to attend the first day of the prehearing conference or hearing, we would rec-ommend that you so advise Chairman Goodhope of the Atomic Safety and Licensing Board, 3320 Estelle Terrace, Wheator Maryland 20906.

Should you propose to have written material incorporated in the record as part of your limited appearance statement, please address your proposal to 1319 299 7911130 / f /,

It would be helpful if you have on hand at that time extra copies of any such written material to give to the court reporter.

About thirty copies should meet the reporter's needs.
