Robert 3cttimore of NRC Staff, the rix utility companies who either evn or have centracted for Babcock & Wilcox NSSS have agreed to pursue a joint review, along with B&W, of the Babecek & Wilcox Standard Technical Specifications (3&W-STS).

Although the seven companies involved have already commenced their review of the 3&W-STS and are working, initially, to the schedule attached to your letter to Metropolitan Edison Ccmpany dated January 9, 1975, the utility companies believe it would be very s

desirable to meet with the NRC to discuss ecncerns we have about s

the B&W-STS.

It is =y understanding that Mr. Jaffe has arranged such a meeting for 1: 30 P.M., February 2k, 1975, at the Phillips 7

Building in Bethesda.

I have assured Mr. Jaffe that I vill p" ovide a list of the items the utility ecmpanies vould like to diacuss at

1.

Se schedule for the review; and, 2.

General concerns utility ecmpanies have regarding the B&W-STS.

With reference to the first item, it is our understanding that the schedule forwarded by your letter of January 9,1975, is not consis-tent with the schedule for Davis-Besse Station for whi:h Toledo Edison Company has an Operating License application pending.

Feferring to the second item, it appears that a number of the requirements in the draft B&W-STS will have a substantial impact en operational and adminis-trative requirements for the operating plants. We are very concerned that we do not have imposed upon us requirements which de not centribute to safety, and/or which are ecmpletely inappropriate in terms of existing plant designs just for the sake of uniformity of technical specifications.

~ 106. Georgu Lear February 15, 1975 I am not, at this time, able to give you a more definitive listing of these concerns because we have not had an opportunity to jointly develop them. The utilities vill be meeting as a group on February 18 to develcp our suggested agenda for the meeting with NEC on February 24.

Because of the nature of the subjects to be discussed at the meeting on February 2b, we request that yourself and Mr. Schwencer attend the meet-ing and, if at all possible, Mr. Giambusso be available for at least a portion of the meeting. The utility ecmpanies feel that this meeting is very important for the purpose of gaining a proper understanding on the part of all parties as to the background and the purpose for Standardized Technical Specifications. We anticipate ' hat a candid discussion of some of the generic concerns at this meeting vill greatly expedite the resolution of comments during the course of the review.
