Dear Mr. Hendrie:
We understand that the Nuclear Regulatory Commission has decided to resume licencing of nuclear power plants.
We refer to our letter of May 30 in which we urged that licencihg of the Diablo Canyon Nuclear Power Plant should not occur "until new or modified operational and/or safety procedures as well as pnysical plant modifications that are recommended in light of the Three Mile Island analysis are fully instituted".
Although the Nuclear Regulatory Commission staff has completed its analysis, the President's Special Commission report on the T. M. I. ac-cident will not be released until late October. All pertinent information is not available on the T.M.I. accident and its implications until the release and review of the President's Commission's report, nor is the process com-plate until there is public review of all investigations of the accident.
We therefore ask that additional licences not be granted until the investigative process of Three Mile Island is completed.
