NRC STAFF FOURTH STATUS REPORT This Status Report is filed by the NRC Staff pursuant to the Atomic Safety and Licensing Appeal Board's grant, on June 7,1979, of the Staff's request for an indefinite extension of time within which to respond to the County of Suffolk's Motion for Leave to File a Supplemental Brief.

Since the Staff's last Status Report filed on September 7,1979, the Staff has been in the process of preparing letters to various categories of applicants / licensees. Specifically, the Staff is now in the process of preparing a letter which would be addressed to, inter alia, Lcng Island Lighting Company as the holder of a construction permit. The purpose of that letter will be to provide, for planning and guidance purposes, the NRC Staff position on the status and applicability of the results of the ongoing Staff efforts related to the Three Mile Island accident. Copies of that letter, when available to Staff Counsel, will be served on the Appeal Board and parties to this proceeding. Attached is a copy of the Comissicn's " Interim 1215 313 7911120 / O S

n' 2-Statement of Policy and Procedures" dated October 4,1979. This Statement was issued to clarify the Comission's previously rnnounced policy decisions on how licensing proceedings should be conducted while the Comission considers changes in the procedures by which it exercises supervision over adjudicatory licensing decisions.

As previously required by the Appeal Board, Staff will file another monthly status report by at least November 9,1979.

If, before that time, definitive information becomes available to Staff Counsel regarding the expected completion date of all evaluations, the Appeal Board and parties will be promptly advised.
