Dear Mr. Bond:

Concerning the above capt..oned matter. I am writing as Chairman of the Board of County Commissioners of Dauphin County.

The Board has received during the last year voluminous documentation involving The Three Mile Island Nuclear Station Unit No. 1.

In view of the nature of this project and its obvious importance, our Board would appreciate it if you would send a representative to explain the significance of the proposed plan to the County of Dauphin and its people.

Since it is not our intention to attempt to understand all of the ramifications of the program but only to learn how it affects our County,.we would not anticipate that the ccnference would take more than perhaps one-half hour.

The best time for our Board would be 10:00 A. M., some Monday, Wednesday or Friday in March or April.

We would appreciate if you could give us alternate dates.

Your letter of Febraary lo,1968 expressed the interest of the Dauphin County Cc=issioners in the proposed 7nree Mile Island Nuclear power Station about stich your Board has received voluminous-docunentation during.the year. Your request that a representative of the Atc=ic Energy C 4 ssion explain the significance of the pro-posed plan is tmncmitted, by copies of your letter and d this reply, for consideration by the Director of Recalation. I hope you vill understand the reasons for this referral stich, are briefly sr- -iced below.

The Atc=ic Safety and Licensing Scard in this proceeding per-fo=s, for the Atcmic Energy Cc=ission e.nd under the governing Federal laws and rales, the function of c'anducting prehearing con-ferences and hearin5s and of issuing an initial decision upon the application by Metropolitan Edison Cc=Iany for a provisional con-straction pemit for the projected facility. Under the Atc=ic Incrgy Act and the Ad=inistrative Procadure Act, and the Cc=ission's rales in confomity with these statut:s, our role is to conduct for-

=al public proceedings and to exereire our decisional responsibility on the basis of the record so made. It appears to be consiste:it with these adjudicator / obligations hat, except in the course of the duly notified public proceedings, we should refrain frc: express-ing opinions or =aking state ents about the applicant's proposal.
