DOCKET NOS. 50-289/69-6 AND 50-320/69-2 The ecciosed report of the initial quality assurance inspection of the subject facility is transmitted for information.
The licensee is committed in the application for Unit 2 to implement a q v11ty assurance program that is consistent wi-h the proposed Appenoix B to 10 CFR 50. We have been adbised informally that the licansee is voluntarily backfitting such a program to Unit 1 to the extent feasible, In view of th4.s information, our quality assurance inspection covered the current program for both uni:.s.
Cong.11ance found that the overall program generally conforms to the quality assurance criteria, and that, with the exception of the nuclear centractor, Babcock & Wilcox, the degree of implementation was acceptable.
The licensee had identified the deficiencies relating to the Babcock &
Wilcox Conpany and was taking action to correct the situation. However, at the time of the inspection, little improvement was evident. Further action on these problems, listed on page 2 of the enclosed report, is being considered by Compliance.
