DESCRIPTION OF VIOLATION betropolitanEdisonCompany Docket No. 50-289 License No. DPR-50 One of the activities under your license appears to be in violation of AEC requirements. This violation is considered to be of Category III severity:

Title 10, Code of Federal Regulations, Part 50, Appendix B, Criterion XII states in part, " Measures shall be established to assure...instru-ments...used in activities affecting quality are controlled, calibrated, and adjusted at specified periods to maintain accuracy uithin necessary limits."

The Quality Assurance Plan,for Startup and Test,Section XII states in part, " Test equipment used during...startup tests is controlled and calibrated in accordance with Test Instruction 19."

Test Instruction 19 requires in part, that this equipment be calibrated and recalibrated at specified frequencies in accordance with Quality Control Procedures QC-13 and QC-13-2 and that on the first working day of each month the user and Quality Control be notified of the test equipment which re-

_ 't quires recalibration during that month.

Contrary to the above, one of the brush recorders used during the Generator Trip Test (TP 800/34) had not been controlled and recalibrated within the specified frequency, as indicated by the calibration label attached to the recorder pursuant to Tast Instruction 19.

This recorder was calibrated on December 27, 1973, and the calibration due date was June 27, 1974.

Additionally, our inspector uas informed that this re-corder had been used during other startup tests.

Our inspector observed that this recorder had received a field cali-bration to verify proper alignment of each input channel and that, prior to the performance of TP 800/34, a ccaparison check of the time response of this recorder was made to insure the recorder was suitable for use; however, these techniques did not meet the full requirements of Test Instruction 19.
