In l ine wi th our development of a new approach to finalizing our review of the FSAR , we are attaching he rnwith a draf t of our commentary which, when i t i s comple ted, wil l fo rm the basis of our separate final FSAR report on this facility.

As you will note from the commentary the re are still a number of points to be clarified and we shall be pleased to discuss these wi th members of your staff as appropriate.
