.1PPEllDIX A fl0TICE OF VICLATION Metropolitan Edison Company Docket ties. 50-289 50-320 Based on the results of an t4RC inspection conducted May 30 - June 2, 1973, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility License No. CPR-50 as indicated belcw.
This item is a deficiency.
Technical Specification 6.8.3.c states in part:
" Temporary Changes to procedures...may be made provided...The change is documented, reviewed by the Plant Operations Review Conmittee (PORC), and approved by the Unit Superintendent within 7 days of implementation."
Centrary to the above, as of June 1,1978, a temporary change, implemented May 12, 1978, had not been reviewed by the PORC nor appreved by the Unit Superintendent.
This change affected the Reactor Protection System operating procedure.
