RESPONSE
The condition of construction joints for the remainder of the containment building is satisfactory.
Unlike the joints in the area of the ring girder, which were very congested due to trumplate block outs and spiral reinforcing, the remainder of the joints in the containment structure were less con-gested and core readily available for cleaning.
Concrete placement on the North 180* sector of the ring girder (see response to Question 7) involved one continuous life; thus in the North 180* sector there are no joints corresponding to those on the south side in which dirt and debris were found.

"How was the condition of the joints in remainder of the containment indicated in Question 1 determined?"
RESPONSE
Prior to concrete placement, the joints in the containment were cleaned, washed, visually inspected and then accepted by the Quality Control Inspector.
Voluminous documentation as to the results of quality control inspections are available at the site for your review.
Additional external visual inspection of the joints was made af ter removal of the forms.

RESPONSE
While the quality control inspector does not have independent authority to immediately stop construction work, as detailed in the enclosed UE&C Quality Control Procedure No. 30, Rev. 4, he has not only the authority but the responsibility to initiate the procedure necessary to stop work when, in his opinion, such action is necessary.
